Peer to peer Project


As stated in the Terms of References, the aim of the project is to animate a simple, voluntary and targeted system to allow mutual learning between practitioners from the different Member States (the peers) about Water Framework Directive (WFD) and Floods Directive (FD) implementation.



The final output of this mechanism is the improvement of the use of River Basin Management Plans (RBMP) and Flood Risk Management Plans (FRMP) across River Basin Districts (RBD) by sharing experience between various Member States (MS).

To do so, the peer-to-peer support process will aim to maximise synergies between the CIS activities. It will promote the collaboration between competent authorities facing similar challenges and the use of the CIS guidance documents and technical reports in order to overcome these challenges and improve implementation.

One specific objective of this call for tender is to establish a Secretariat for the Peer-to-Peer process. The Secretariat will be responsible for managing the peer-to-peer support including launching and collecting expressions of interest from Competent Authorities (CAs) and experts to participate in the review, and preparing the protocols on how the peer-to-peer activities will be carried out.
The Secretariat will also be responsible for organisational issues, facilitating the contacts between peers, moderate on-line preparatory meetings, covering travel expenses, etc.
